PUBLICACCESS.TV

Terms of Service

Last updated 11 October 2026

The rules for using publicaccess.tv ("PATV"), Pepe the bot and everything attached to them. Please read them: by creating an account, signing in or posting, you agree to them. They work together with our Privacy Policy.

1. Who we are

PATV is a community website and set of chat bots built around live Camfrog video chat rooms. It is run by Houseplants LLC ("we", "us"). In these terms "the service" means the website at publicaccess.tv and its sub-sites, the Pepe bot in Camfrog rooms, our Discord and Twitch bots, and the APIs behind them.

2. Eligibility (18+)

The service is for adults. You must be at least 18 years old (or the age of majority where you live, if that's higher) to create an account or use the service. The Camfrog rooms, pads and feed can contain mature conversation and, where marked, adult content. If we learn an account belongs to someone under 18 we will close it.

You can't use the service if we've previously banned you, or if the law where you are forbids it.

3. Your account and its security

4. Camfrog, Discord and Twitch

You can link a Camfrog name (by typing !verify to Pepe), a Discord account or a Twitch account. Linking lets the service treat them as you — for PAT, games, posts and moderation. Those services are run by other companies under their own terms and privacy policies; we aren't responsible for them, and you must follow their rules too. Using PATV doesn't change anything about your relationship with them.

5. Your content

You own it

"Your content" is anything you post or send through the service: feed posts, comments, pictures, audio, video, links, profile details, chat and mic audio in Camfrog rooms the service mirrors, and so on. You keep whatever rights you have in it.

The licence you give us

So we can run the service, you give us a worldwide, non-exclusive, royalty-free licence to host, store, copy, re-encode (for example resizing pictures or converting video), display, transcribe, translate, distribute and show your content on and through the service, and to let other users see and share it as the service allows (for example a post's share link). This licence is only for operating, promoting and improving the service. It ends when you delete the content or your account, except where (a) others have already re-shared it inside the service, (b) we need to keep it for moderation, safety, legal or backup reasons for a limited time, or (c) the law requires us to keep it.

You're responsible for it

6. What isn't allowed

Don't post, send, stream or link to anything, or behave in any way, that:

For the friendly, everyday version — including how much room there is for swearing, dark humour, roasting and hot takes — see Padiquette, our site-wide guidelines. Pads can add rules of their own on top; if Padiquette and these terms ever disagree, these terms win.

7. Adult (NSFW) content

Legal adult content is allowed on the feed only when it's marked NSFW (the 🔞 box when you post) and only where the pad it's posted to allows it. Marked posts are blurred and hidden from visitors who aren't signed in. Admins and pad owners may mark, unmark or remove posts. Everyone shown in adult content must be an adult who consented to it being made and shared. The only exception is an AI-generated picture or video made under the AI rules in Padiquette: it may show a real, identifiable adult in a suggestive but non-sexual way (for example, a public figure in swimwear), and it must be marked NSFW. It must never show a real, identifiable person nude or in a sexual or sexualised way, never involve anyone who is or looks under 18, and the rest of these terms (harassment, impersonation, privacy and publicity rights) still apply. Never post adult content in a profile picture, username or pad listing.

8. Pepe and automated features

Pepe is an automated bot. His replies, voices, DJ picks, summaries, transcripts and pictures are generated by software, including AI models, and can be wrong, odd or offensive — don't rely on them for anything important, and they aren't statements by us. Mic transcripts are automatic and may mis-hear people. Pepe's room snaps and clips (!snap, !clip) capture what's publicly visible in a room at that moment; people can opt out of being shown by name with !incognito or !bridge hide. AI pictures and videos made with Pepe (!imagine, !video, the feed's Generate) follow the AI rules in Padiquette: suggestive content is allowed and marked NSFW; explicit nudity, anything sexual involving minors, and sexual depictions of real people are not.

9. PAT and virtual items

10. Premium subscriptions and donations

This section covers what you can pay for on PATV, whether you pay in PAT or, where we offer it, in real money: 📺 Prime Time, 🎟️ Season Pass, store subscriptions, gifts, donations and the store's prizes. The current prices, perks and options are shown on Prime Time & Season Pass, Subscriptions, Support PATV and the store, and what those pages say at the time you pay is part of these terms.

What you're buying

Billing and auto-renewal

Cancelling

Refunds

Price changes

Prices in PAT and in money can change. A change never affects time you've already paid for. A PAT renewal charges the price in force on the day it renews, as shown on /premium or the item's store page. For a card subscription we'll tell you on the site (and by email where we have your address) at least 30 days before a new price applies to your next renewal; if you don't want to pay it, cancel before then. If you stay subscribed after the new price takes effect, it applies.

Gifts and comps

Donations

PAT you buy, win or spend

Section 9 applies in full to PAT however you got it, including PAT from a donation, and to everything bought with PAT. In short: PAT has no cash value; it can't be redeemed, withdrawn or cashed out for money; it can't be moved off PATV or sold for anything outside it; we may adjust, reverse or remove it to fix a bug or an error, or to undo cheating, abuse or a reversed payment; and the economy's prices, rates and rules can change.

Real-world prizes in the store

⭐ PATV Creators (creator subscriptions and locked posts)

Draft, under legal review.

Payment processor

Card payments are handled by Stripe, under Stripe's own terms and privacy policy. Your card details go straight to Stripe; we never see or store your full card number. We keep a record of what was paid, when and for what, and Stripe tells us whether a payment succeeded.

Chargebacks and payment disputes

If something's wrong with a charge, please write to [email protected] first: we can usually sort it out faster than a bank can. If you dispute or charge back a payment, we may pause the perks it paid for and remove the PAT, time and items it gave you while the dispute is open, and keep them removed if it's decided in your favour. Disputing a payment you did make, or using a card that isn't yours, may lead to your account being suspended or closed.

Changes to premium features

PATV is changing all the time. We may add, change or remove perks, tiers, periods, grace periods, payment options and donation rates. If we stop offering a tier altogether, we'll stop its renewals and give notice on the site; for a card subscription we'll refund the unused part of the period you paid for. A change to the perks of a tier during a period you've paid for isn't a reason for a refund, unless the law says it is.

If your account ends

When an account is closed (by you, or by us under section 14), its premium tiers, comps, store subscriptions and auto-renewals end with it and we stop any card subscription it has. If we close an account because it broke these terms, no refund is owed for unused time. If we close it for any other reason, or stop offering the service, we'll refund the unused part of any card-paid period. PAT and virtual items end as section 14 says.

11. Pad owners

Some pads have owners who can moderate their pad's feed: approve, hide, pin, mark NSFW, remove posts from their pad, lock comments and ban people from posting there. Pad owners must follow these terms, use those tools in good faith, and must not use them to harass people or to hide content that should be reported to us. Owners don't see the private information described in our Privacy Policy. Site admins can review or reverse any pad-level action.

12. Moderation and appeals

We, our admins and pad owners may (but don't have to) review, label, hide, remove or restrict content and accounts, at any time, when we believe it breaks these terms, puts someone at risk, or exposes the service to legal trouble. Depending on how serious it is we may warn you, remove content, limit posting, reporting or PAT features, ban you from a pad or the whole feed, or close your account. Automated limits (rate limits, new-account limits, auto-hiding after several reports) apply too.

Appeals: if you think we got it wrong, email [email protected] from the address on your account within 30 days, with your username, what was actioned and why you think it should be reconsidered. A different admin from the one who acted will look at it where possible. We'll tell you the outcome. Decisions about CSAM and other illegal content are not reversed.

13. Reporting and copyright notices

Reporting content or people

Use Report in the ⋯ menu on any post or comment, or Report user on a profile. Pick the closest reason and add a note if it helps. Reports of sexual content involving a minor hide the content immediately and go straight to the site admins. Reports about posts in a pad also go to that pad's owner, except legal and safety categories (child safety, non-consensual imagery, copyright), which only site admins see. You'll get an inbox update when we've acted on your report. Making reports in bad faith can pause your ability to report.

For urgent safety issues or anything you can't report on the site, email [email protected]. If someone is in immediate danger, contact your local emergency services first.

Intimate images shared without consent (TAKE IT DOWN)

If an intimate image or video of you (real or AI-made) is on PATV without your consent, use our removal request form (you don't need an account), or report the post with the reason "Non-consensual intimate imagery". Someone authorised to act for you can also send it. We remove valid requests within 48 hours, together with identical copies we know of, and block those files from being posted again.

Copyright (DMCA) notices

Houseplants LLC respects the intellectual property rights of others. Per the DMCA, we will respond expeditiously to claims of copyright infringement on the Site if submitted to our Copyright Agent as described below. Upon receipt of a notice alleging copyright infringement, we will take whatever action we deem appropriate within our sole discretion, including removal of the allegedly infringing materials and termination of access for repeat infringers of copyright-protected content.

If you believe that your intellectual property rights have been violated by us or by a third party who has uploaded materials to our website, please provide the following information to the designated Copyright Agent listed below:

  1. A description of the copyrighted work or other intellectual property that you claim has been infringed;
  2. A description of where the material that you claim is infringing is located on the Site;
  3. An address, telephone number, and email address where we can contact you and, if different, an email address where the alleged infringing party, if not we, can contact you;
  4. A statement that you have a good-faith belief that the use is not authorized by the copyright owner or other intellectual property rights owner, by its agent, or by law;
  5. A statement by you under penalty of perjury that the information in your notice is accurate and that you are the copyright or intellectual property owner or are authorized to act on the owner's behalf;
  6. Your electronic or physical signature.

Houseplants LLC may request additional information before removing any allegedly infringing material. In the event we remove the allegedly infringing materials, we will immediately notify the person responsible for posting such materials that we removed or disabled access to the materials. We may also provide the responsible person with your email address so that the person may respond to your allegations.

Pursuant to 17 U.S.C. 512(c), Houseplants LLC's designated Copyright Agent is:

If your content was removed after a notice and you believe that was a mistake, you can send a counter-notice to the designated Copyright Agent above with: your signature; the material removed and where it appeared; a statement under penalty of perjury that you believe in good faith it was removed by mistake or misidentification; your name, address and phone number; and your consent to the jurisdiction of the Federal District Court for the judicial district in which you reside, or, if you reside outside the United States, any judicial district in which Houseplants LLC may be found (17 U.S.C. § 512(g)(3)(D)) and to accept service from the person who sent the notice. Misrepresenting that material is, or isn't, infringing can make you liable for damages.

General copyright questions that aren't notices can also go to copyright@publicaccess.tv. Formal notices and counter-notices go to the designated Copyright Agent above.

14. Ending your use of PATV

You can stop using the service at any time, and you can ask us to delete your account by emailing [email protected] from the address on it. We may suspend or end your access, or close your account, if you break these terms, if we're required to by law, if your account has been inactive for a long time, or if we stop offering the service. When an account ends, its PAT and virtual items end with it; section 10 says what happens to subscriptions. Sections that by their nature should survive (for example 5, 9, 10, 15–19) continue to apply.

15. Disclaimers

The service is provided "as is" and "as available", without warranties of any kind, express or implied, including warranties of merchantability, fitness for a particular purpose, title and non-infringement, to the fullest extent the law allows. We don't promise the service will be uninterrupted, secure, error-free or that content (including anything from users, pads, Camfrog rooms, Pepe or AI models) is accurate. Live Camfrog rooms and streams are not under our control, and you use them at your own risk.

16. Limitation of liability

To the fullest extent the law allows, we and the people who run, build and moderate PATV won't be liable for any indirect, incidental, special, consequential, exemplary or punitive damages, or for lost profits, data, goodwill or virtual items, arising from or related to the service or these terms, however caused. Our total liability for any claim relating to the service is limited to the greater of (a) US$100 or (b) the amount you paid us in real money for the service in the 12 months before the claim.

Some places don't allow these exclusions or limits, so some of them may not apply to you. Nothing in these terms limits liability that can't be limited by law.

17. Indemnity

If you break these terms or the law through the service, or your content infringes someone's rights, and someone makes a claim against us because of it, you agree to cover the reasonable losses and costs (including legal fees) that result, to the extent the law allows.

18. Changes to these terms

We may update these terms as PATV changes or the law requires. The "Last updated" date at the top will change, and for material changes we'll give notice on the site — the next time you post, you'll be asked to accept the new version. If you keep using the service after a change takes effect, the new terms apply. If you don't agree, stop using the service and you can ask us to close your account.

19. Governing law

These terms are governed by the laws of the State of Delaware, without regard to its conflict-of-law rules, and applicable US federal law. Disputes will be handled in the state and federal courts located in New Castle County, Delaware, unless the law where you live gives you the right to bring a claim locally. If any part of these terms can't be enforced, the rest still applies. If we don't enforce a part straight away, we haven't waived it. These terms (with the Privacy Policy and any rules shown where you use a feature) are the whole agreement between you and us about the service.

20. Contact

Questions about these terms: [email protected]. Abuse and safety: [email protected]. Copyright: see section 13. Privacy: see the Privacy Policy.
